It has dependencies on caps and does conceptually not belong into a networking lib anyway. It almost only redirects to chrome:// URLs too.

Moves nsAboutRedirector.* to docshell (and removes two unnecessary includes from it)

Hmm.. previously, the minimo build option of not specifying about in the --enable-necko-protocols list would prevent the about redirector from being built.  should that be salvaged somehow?  or at least a bug should perhaps be filed.

so, since I can't just use NECKO_PROTOCOL_about in this file I figured that it was not a very large file and that it was OK to always build it. But sure, I can file a new bug on it.
