Once a site has triggered the anti-phishing procedure, whenever you "open link in new window", the phishing page is shown until firefox starts rendering the contents of the new page. 
This also happens if you just open a new window/tab, but only for a fraction of a second.
Couldn't try to reproduce becasue I don't have a working phishing site url handy ;)

Reproducible: Didn't try

Steps to Reproduce:
1. hit phishing site
2. open tab watch closely
3. open another url
4. "open in new tab" any link on that site

Actual Results:  
Original Phishing page is shown as long as firefox didn't start rendering the new page (ie, while it's resolving and connecting). The original phishing page is not open anymore in another tab.

Expected Results:  
Blank page while waiting

I'm not sure I understand the steps to repro, can you provide some more details?  In step 2, how do you open a new tab (menu, button, keyboard?).  In step 3, how are you loading a url?  By clicking on a links somewhere?

You should be able to use the test page to repro the behavior.
