An image contained in an anchor whose height is larger than that of the anchor will not force the anchor's height to expand but rather will appear too small. In Internet Explorer the anchor expands to fit the larger image.

Steps to Reproduce:
A sample HTML file will be provided.
Actual Results:  
The border around the anchor is not expanded to fit the contained image and is too short.

Expected Results:  
The border around the anchor should be expanded to fit the contained image properly.
