On all sites that use Flash movies sized at 100% of horizontal height and vertical width, ctrl-T will not open a new tab.

Steps to Reproduce:
1. Load up a Flash site that uses 100% of window
2. Ctrl-T

Actual Results:  
nothing

Expected Results:  
new tab
