download.html doesn't list localized versions, but its description on http://www.mozilla.org/products/ says: "If you're looking for [...] localized versions of our software [...] then check out our Downloads page. Localized builds should be added for Fx, Tb and, if possible, for SeaMonkey. The "Multi-language" version of Camino should be linked from there as well. Also, we should evaluate removing obsolete things like Grendel and NS4 CCK from that page.

I actually am not sure if adding localized downloads on that page would improve it, I think it may even pose a problem not only for maintenance but also for readability (it's already a long page without those). It may be a good idea to either remove "localized versions" from the description on the products page or add a link to a download page for localized builds for those applications where it's feasible.
OK, so maybe "more" should link to the respecitve all.html. For Camino, the link should be: http://www.caminobrowser.org/download/releases/<VERSION>-MultiLang/ e.g. http://www.caminobrowser.org/download/releases/1.0.3-MultiLang/
I might look into this for my semi-refresh of www.mozilla.org.
