This should be a preference option. Reproducible: Always
/me is still amazed by people complaining about the #1 requested feature. Anyway, layout.spellcheckDefault = 0 does this. Consult the forum at http://forums.mozillazine.org/viewforum.php?f=12 if you need support in setting hidden prefs. INVALID.

In the future we may document it on the hidden prefs page, but right now it's not in any official release (only nightly builds), so not yet.
