In the current implementation, taskbar UI is constructed from static XUL description. However, in a localized client, some menu items or even menu groups in domestic build might not needed in a localized build. To solve this problem, I propose to use XUL template which will give us the flexibility of customizing the UI content per country basis. I have a prototype at hand but need it reviewed by module owner of Taskbar. Feel free to ask for the patch or reassign to me if there is no objection. Also CC general UI owner Ben Goodger.
