I'd like to add a --reset-password argument to checksetup.pl, that would allow it to update a user's password, in case an admin locks himself/herself out.

  No, that bug really became "ability to make a user an admin," which was handled by bug 351983. This is more specifically the ability to reset *any* user's password.
We are in "soft freeze" mode to prepare 3.0 RC1.
