Per CountryPicker meeting's decision, we are moving all client builtin URLs 
into one single file so that NetCenter can deliver the URLs in this file
instead of a list of URLs to be integrated by client group. The UI label 
strings stay in the original DTD files.

Verified fixed in Win32 071208-M17 bld. URL modification in 
"chrome/locale/en-US/global/locale/builtinURLs.rdf" was effective.
