We need to fix up the build system to use toolkit/system/gnome and then CVS remove the unneeded files.

This updates the build system to build toolkit/system/gnome. The IDL is unconditionally exported from xpcom/system, so now we don't need to touch the component at all if the GNOME libraries are not available.

Checked in, thanks. Now to CVS remove some files, namely, everything in toolkit/components/gnome, and also the regular files in toolkit/system which were copied there by (my) mistake.
