Tested on Firefox 25/9, Mac OS X 10.4.7:
Description:
The first time you right-click the toolbar, you get the following context menu:

The second time, you correctly also get the available toolbars above the separator.
There's an error in the console:
Error: document.getElementById(toolbarMenuElt.childNodes[i].getAttribute("observes")) has no properties

The same thing happens under Windows.
