You can confirm bugs by "popular votes" even when you are not allowed to edit bugs in some given product

Details
If a product has the CANEDIT bit set for some groups and you don't belong to these groups, you can still confirm bugs being in that product "by popular votes" despite all other changes are rejected. As we have to be consistent between the number of votes to confirm a bug and the status of this bug, what do we want to do in that case? Reject votes for users not allowed to edit bugs being in that product? Let them to confirm bugs despite they are not allowed to do so by the definition of "can edit product"?
i'd like to vote against this bug, it's clear that lpsolit doesn't understand how voting is supposed to be used :).
unfortunately, i already voted against the vote against bug, so instead i'm left leaving a comment :).

Hrm. If we had a "controversial" keyword, I'd add it here.
I'm not exactly sure what the behavior should be.
I'm not sure I know of *any* installations that use both CANEDIT and votes on the same product.
