multiple monitors - mouse clicks not functioning on secondary monitor

Details
PIII 550, 256MB RAM, dual ATI 128 video cards, twin Optiquest Q71 monitors.
All mouse clicks on primary monitor are honoured and acted upon, moving browser
to secondary monitor and no mouse clicks work. Keyboard does not appear to
function either.
Moving the browser back to the primary monitor and it resumes functioning as per
normal but shutting down the browser _sometimes_ creates an operating system
error message. This is reproduceable multiple times.
