35660 - Identity of selected account is not auto-populated in From field

Using build 2000-04-12M16 on win98 and linux the From field of a New Msg window 
is not auto populated with the identity of the selected account.
This is regression for M16 builds

1. Launch Messenger (have at least 2 mail accounts set up)
2. Select the 1st (or the default) account and click Get Msg.
Note: the account identity is entered in the From field
3. Close the New Msg window and select the 2nd account in your 3-pane window
4. Click New Msg
Result:  the identity in the From field is not of the account you selected.  
Expected: the identity in the From field to be that of the selected account and 
the format of the New Msg window to be that of the selected account.
