Details

Steps to reproduce:
(1) Set Firefox to "show windows/tabs from last time"
(2) Start some download
(3) Close all open windows.  Note that due to download, process has not exited
(4) "Run" Firefox.  Since the process is still open, we reuse it and open a new window, which doesn't get the "session restore" behavior.

Desired behavior:  Session restore should kick in when we determine we have no open browser windows.
