we need to allow users to configure proxy setting for downloading xpi files.
setting target mileston to M16.

Wouldn't this apply to all platforms that are going to have an installer, not
just windows?
If the installer is unable to connect directly to the Internet there should be a
mechanism for the installer to get the proxy settings from IE or a previous
Netscape installation, although the ability to specify proxy settings manually
must always be made available.

The Proxy Settings is now offered in the Advanced Settings dialog.  There is an 
Advanced Settings button in the last dialog that will show the Advanced Settings 
dialog.

The button is *only* shown if a download is required.  This means that the 
mozilla builds will not see this fix, only commercial builds.

To test the proxy settings option, use:
  Server: chainsaw.mcom.com
    port: 8288

I think that the speed is only 56.7k (definitely something really slow).  This 
will let you know that it is working, but it will take a very long time to 
download the bits.
