Details

Build: 2000-04-13-08 OS: WinNT 4.0, SP6a Problem: Previous submenu selection fights mouseover selection. Steps to Reproduce: 1) Open up bookmarks (either one). Select a menu item with submenus (i.e. Imported IE Favorites). 2) Choose a submenu item. (i.e. Software Updates) 3) Without choosing another *submenu* item, select another *menu* item (i.e. Manage Bookmarks).
confirmed with 041308 win32 biuld under win98. If you get teh submenu to pop up and move back to the parent menu then the submenu tries to steal the focus. ->XP Toolkit Menus

The submenu appears to succeed in stealing focus... but even before the mouseover highlight is removed from the main menu item, clicking on the main menu item has no result other than dismissing the menu and submenu(s). Not sure that there is any of this is distinct from bug 13334, "[feature] Click on menu items disappears submenu", M16. If there is a relationship, the conservative move is probably to set a dependency on bug 13334, and check once it is fixed if there is still any problem with the more complex case described here, where a submenu is open too.
