In a normal Windows XP environment, whether it's healthy or not, there are several administrator accounts so anyone can install software. Now, when I installed Firefox today on one of those computers, I missed one "firefox.exe" on another user account, and the installer didn't detect it either.

So, after the install, Firefox went fubar. Empty search engine list, no dialog response, only one page could be surfed and forms also didn't response. Well, Firefox was unusable.

Reproducible: Always

Steps to Reproduce:
1. Have two user accounts open.
2. Open firefox in one.
3. Install firefox in other.

Actual Results:  
4. Installer doesn't detect open firefox.

Expected Results:  
5. Installer should detect open firefox.
