can't change phishing / safe browsing provider without agreeing to google eula

steps to reproduce:

1) open prefs, go to the security pane
2) attempt to switch to "check by asking google", in order to see if there are any other providers
3) as soon as you select the "check by asking [google]" radio, you get the eula
4) if you cancel, it switches the eula back to "check using a downloaded list"

so unless you accept that eula, you can not see if there are other providers. 

I figured there was a bug on this already, but I could not find it.
