Details

The purpose of bug 162020 was to prevent websites from convincing users to click in a certain place immediately before the installation dialog appears.

However, the delay was applied to all add-on installation, not just those launched from websites. 

It makes no sense to delay this when the user tries to install an add-on by dragging & dropping it into the add-on manager, or by clicking the "Install" button to bring up the file picker in non-browser applications such as Sunbird & Thunderbird.

When dragging and dropping a file into the browser window of Firefox, SeaMonkey, etc. we'd want to ensure that websites can't detect the release of the mouse button before deciding to remove the delay in that case.

Removing this delay will actually increase security since users might actually glance at whether the add-on is signed, rather than just watching the countdown. I don't think that the delay here convinces users to read the dialog warning text any more, it just draws attention to the countdown.

I don't see any delay when an add-on is installed by drag & drop. Calling this fixed by the passing of time :)
