With dial-up service using 50kBs modem the upload time is excessive using Composer.
Using MSIExplore, drag-and-drop upload using the same  ftp connection is much faster.

Reproducible: Always

Steps to Reproduce:
1. In Composer showing a file of 25kB or so to be published. Press "publish".
2. Observe upload monitor showing incremental byte-load.
MozillaAS v1.7.x is not supported anymore.
