359833 - replace enable/disable all mail buttons with per column buttons

I spoke with a new Bugzilla user here and he (rightfully) complained that "enable all mail" doesn't actually give him all mail.

He's right, of course, and anyone who has used Bugzilla for a while would know that, but why should he know that? Besides, it really isn't that useful as buttons go. His settings had all Assignee and CCed columns checked which seemed like a reasonable state, but it's very hard to reach that state using the two available buttons.

Instead what he suggested is that we have:

No, this looks invalid to me. I just tested and this button is working correctly.

About having 2 buttons per column, I'm against. I'm not sure this will make the UE better.

lpsolit: so, there's a definition problem.

When someone sees "enable all mail" and they don't know bugzilla, they expect it to give *ALL* MAIL FOR *ALL* BUGS in the *ENTIRE* system. Not just "all mail i'm eligible to get".

But really. the enable all mail button is fairly useless. I'd much rather have per column buttons. Five clicks with some control is much better than a single button that gets me to an equally unhelpful state.
