I would like to see a feature added where a person would be able to drag and reorder tabs in a browser window, as well as have some way of closing the tabs on the overflow menu without opening them and typing cmd-w.
Reproducible: Always

The first issue is covered by bug 160720. The second issue is kind of covered by our new scrollable tab bar, which would allow you to click the (x) on a tab when you were on a different tab (but not using the overflow menu).
Also, please search before filing bugs and only put one issue per bug. See: https://bugzilla.mozilla.org/page.cgi?id=bug-writing.html#tips

Closing things from within a menu seems weird and un-Mac-like to me. I'd be open to the idea if someone can suggest sensible UI for it, though.

I think the scrolling tabs will make this largely unnecessary.

Per IRC and the comments above, if there arises a need for more ways to close tabs in the (brave?) new world of tab scrolling, it should addressed as it comes up (especially given that we don't/won't even have a real overflow menu).
