The first issue is covered by bug 160720. The second issue is kind of covered by our new scrollable tab bar, which would allow you to click the (x) on a tab when you were on a different tab (but not using the overflow menu). Closing things from within a menu seems weird and un-Mac-like to me. I'd be open to the idea if someone can suggest sensible UI for it, though.

I think the scrolling tabs will make this largely unnecessary.
Per IRC and the comments above, if there arises a need for more ways to close tabs in the (brave?) new world of tab scrolling, it should addressed as it comes up (especially given that we don't/won't even have a real overflow menu).
