In the cited URL are two identical FIELDSETs containing a LEGEND element. The first shows 
Mozilla's default rendering of LEGEND, which is gratuitously ugly IMO. The second shows a 
borderless LEGEND, which IMO should be the default. Other HTML 4 UAs (IE5, iCab) render 
LEGEND by default without a border, so consistency is an issue. Please consider modifying 
ua.css accordingly. 

Nav4.x doesn't recognize LEGEND at all, so there's no legacy issue.

Why is this assigned to evaughan?  Changing to HTML Form controls and confirming
and reassigning.  This is a simple ua.css change, and should be considered.

nominating for nsbeta2, trival change to html.css, and I'll admit it is very 
ugly with the current default. The change is simply setting the border for the 
legend to zero.
