36068 - error xml parsing earror when launching browser

Description

Using M16 build 2000-04-17-09 on win98, the browser doesn't laucnch.  Get 
xml parsing error line 355 column 21.   Can launch mail.  

1. Install build mentioned above and launch browser.
2. Click on an old profile or create a new one.
Result : error mentioned above
Expected: browser to launch

Yep, look like a dup of known problem.  On commercial only, not mozilla bits, so 
no block of M15 for this.  marking Verified as a dup.

Note: happened in linux too (commercial build only).
Also note, a respin of win32 build is fixed 2000-04-17-12.  Will check linux 
on this scenario when it's done too.
