Provide RPMs for requirements that are missing from major distros

Details
There are certain requirements especially in the 3.0 version that are not yet available in major distributions. To help admins we should provide prebuild and compatible RPMs with yum-based access until module availability gets better. This is similar to ppm repository for Windows requirements.
At the moment these include Email::Send, Encode::Detect, DBI and CGI perl modules. Please feel free to suggest any other missing requirements.
Mkanat promised that he will make sure the repository will get updated when 1) Bugzilla requirements change, 2) major distributions change their module offering and 3) critical security updates are released for the modules.
Maybe there should also be documentation somewhere on the site that says where all the current requirements are available. Like using rpmforge repository for RHEL-based systems and "Web App Stack" RHN channel for RHEL.

This should probably block the 3.0 release as admins wouldn't be able to upgrade if they cannot install these packages.

RPMForge just added all of our prereqs that we were missing this last week. The only thing left for RHEL4 is HTML::Parser, which RHN ships, but ships and older version of. I'd hesitate to screw with it. One module won't hurt people badly.
So that should cover RHEL and Fedora. How are the other major distros doing?

Okay, I trust that Fedora will create packages after we release. There will be a lag, but we already got the stuff in RPMForge, and that's the most important.
