test-harness doesn't create any makefiles

Since I updated my tree a week ago, my build always stopped with this:

make: *** tools/test-harness: No such file or directory.  Stop.

Even if I blew away the objdir and started over, it didn't work. Neil pointed out that test-harness is not in allmakefiles.sh, so I tried adding it there, and now it appears to work.

(I'm still not sure why this seems to already for everyone else but me...)

This may or may not be the right way to do it; I don't claim to know how this stuff works.

One thing that's missing that might be needed is only creating the makefiles if $ENABLE_TESTS is set.
