Simple testcase; just make sure "Print Background" is on. Apparently, I regressed this with my printing checkin in April. I blame http://lxr.mozilla.org/seamonkey/source/layout/style/ua.css#196 for this bug; how it causes this should be rather obvious. I think the right way to go is to remove that rule, and come up with another way to make print preview have a background.
