When accessing a signed page using the jar: protocol, the throbber freezes while 
PSM is starting up. Need to see whether this happens during SSL startup as well.

The status bar says "document:done" after the HTTP download has completed but
before PSM finishes starting up. Users will think the browser's frozen for about
5 seconds.

Warren, could you take a look at this? Basically, nsJARChannel spends 5 seconds 
or so in the Open() function as PSM starts up for the first time. Though this is 
happening on the file transport thread, the throbber freezes until PSM is ready 
and Open() returns. Though menus, etc., still work, to a user it will look as 
though the browser is frozen.

why should warren look at this?  

the control connect blocks until psm is launched.  This is the problem with an 
out of process ssl proxy.  Maybe we should display a dialog?  if so, open a RFE.
