So far I have only been able to reproduce this on sites I host on my testing server - that is, localhost. If I have a page open and open the source window, then refresh the source window, the next time I refresh the main page window, it will be rendered without the stylesheet. A cache-refresh is required to get the stylesheet back.

Reproducible: Always

Steps to Reproduce:
1. Open a page hosted on a local testing server - 127.0.0.1 or localhost
2. View the page source.
3. Hit F5 to refresh the source window.
4. Close the source window or just switch back to the main window
5. Refresh the main window.

Actual Results:  
Page is loaded without it's stylesheet. In View > Page Style, the "Basic Page Style" option (or whatever the default or currently selected stylesheet is) will be ticked, however the stylesheet will not actually be loaded.

Expected Results:  
Render the page with the stylesheet.

Are you able to reproduce the bug with a current build?

Also, are the StR complete, CSS not moved during reproducing etc?
