361782 - Glyphs with y-offset are misplaced

Description

[Biju]

Firefox not rendering Malayalam "U" and "UU" characters properly.
see FF_IE_u_uu.png

Issue 1: rendering at wrong place.
Issue 2: rendering it as "New Lipi" instead of "Old Lipi".

But sometimes it is doing it correctly, see FF_IE_u_uu.png.


Steps:-
1. install an Old Lipi font, eg AnjaliOldLipi
   from http://prdownloads.sourceforge.net/varamozhi/AnjaliOldLipi-0.730.ttf?use_mirror=kent
2. Run Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a1) Gecko/20061124 Minefield/3.0a1
3. Set UNICODE malayalam font to AnjaliOldLipi 
 (or any Old Lipi. Note: WinXP default Kartika font is not a Old Lipi font)
4. goto http://snipurl.com/1370t#.E0.B4.86.E0.B4.B2.E0.B5.81.E0.B4.B5
(ie http://varamozhi.wikia.com/wiki/Geographical_Locations_of_Malayalam_Bloggers#.E0.B4.86.E0.B4.B2.E0.B5.81.E0.B4.B5 )

5. You will see Issue 1 and Issue 2 as in FF_IE_u_uu.png


PS:
What is "Old Lipi" and "New Lipi" 
see http://indic-computing.sourceforge.net/faq/malayalam.html#Q3.2.1.
New Lipi, is very difficult to read, it is only useful in typewriter

Issue 2 is a regression from bug 355917. Issue 1 seems to be separate.

Issue 2 was fixed by the patch for bug 361778. Issue 1 (rendering in the wrong place) is still happening.
