No matter what web page i am on, when i go to click a link on the page, it jumps (scrolls) to the very top of the web page and doesn't follow my clicking on the link.  To follow the link i want, i have to scroll down again and then click it another time and then it works.  I have done this with many different web pages and it never fails.
