36187 - Create ability to revert to some default chrome

When considering the amount of confusion that could be caused by someone
who loads up his or her own chrome with cryptic (or invisible?) buttons,
I think it would be a good idea to have a button/selection which would
switch over to the default chrome. If you walked up to your friend's computer
and couldn't see the buttons or didn't know which was which, you could then
click a menu item reloading the chrome that shipped with Mozilla.

A least common denominator type of thing so that no matter where you you will
have the familliar default inteface available.

I'm sure that this is planned.  hyatt has skin switching hooked up but the UI 
isn't there yet.  This is really already covered in bug 15671.
