In the Add-ons manager in Sunbird nightlies (also tried Thunderbird 2.0b1) the "Install..." button (to install local xpi file) has the 'I' underlined, but pressing alt-I does not invoke it.  (Pressing alt-F does invoke the "Find Updates" button right next to it.)

Reproducible: Always

Steps to Reproduce:
1. Open add-ons manager in Sunbird or Thunderbird
2. press alt-I


Actual Results:  
Nothing happened

Expected Results:  
Opens file picker, just like pressing the "Install..." button.

Workaround:  press tab until focus reaches the Install... button.

Possible diagnosis clue:

Dialog source seems to have more buttons than are visible:

The invisible buttons are probably hidden, but maybe they still affect whether the access key works.  In particular, both "Install..." and "Install Updates" use 'I' as the access key.

be happy that this button is still there at all. It is missing in Firefox 3.0.3 and later.

And it is not meant to be present in Firefox either.
Didn't I fix this, like a year ago? Oh, yeah, I did.
