361891 - Paused downloads cant be continued - real download manager?

I tried to donload the following Files at the same time. After a while (30 mins) i tried to pause download of cd 2 - 4. After cd 1 was finished i tried to restart download of cd 2 which was finished up to 50%. Download seems to continue but after some seconds download was finished although it was not complete. The file has only 50% of there regular size.

In fact the download manager dont works.

Please make it possible to continue donloads of files even if the server does not provide this featuire. 

The download manager should work like "get right" or other real download managers.

Reproducible: Always

Steps to Reproduce:
1. Start Download of files (see above)
2. Pause download for 4 of 5 files
3. Restart download after 30 minutes

Actual Results:  
Downloaded file is not complete and therefore corrupted.

Expected Results:  
File should be downloaded completely.
