Such a feature would interrupt your browsing session once every hour and stop you from typing for 5 minutes. This feature could either be disabled by default, or be set to some insanely high value like a 2-second lock every 8 hours of continuous use. Such a high value would affect very few people. I strongly suspect this will be a WONTFIX, it's easily done through an extension, isn't desired behavior by most users, and would actually create more bug reports by users not expecting such a feature. Also, worth pointing out here, anyone that's undisciplined enough to need enforced breaks will keep on working in other applications, so the place to enforce typing breaks and other anti-RSI practices is in the OS, not in the browser.
Certainly WONTFIX. I sort of remember seeing an extension that would do just this, but something like WorkRave (which works system wide) is probably a better solution anyways.
