1) When creating a bug it would be nice to have a feature that allows you to paste a picture directly into the description field.

This could be done i.e. by creating an Applet...

2) When the description is displayed in the history it would further be nice to have the opportunity to see the pasted pictures within the description.

Reproducible: Always
Version: unspecified → 2.23.2
Everything that follows, goes for bug 362338 as well.

* I doubt that anything like this will make it into Bugzilla in the foreseeable future
* I don't think that there will be a lot of support for this
* AFAIK the only way to implement this is to use midas
* Because of the need for midas, if this is still desired, I think a new bug should be filed for optional use of midas (no bugzilla installation should be forced to enable rich text editing). Possibly with an existing javascript rich text editor that uses midas.

I also would object to any use of plugins in bugzilla. (just IMO, of course)
You can already attach an image when creating a bug. All you need is to have images being displayed inline. That's the topic of bug 252782.

I partly agree on this...

What I need is functionality to paste images into the description field rather than attaching them one by one. It is time consuming when you have to attach one or more images to a bug instead of just pasting the images into the description field. This is primarily seen from a point of view belonging to customer care representative, whom create several bugs on a day.

How about having a "drop area" separate from the description field where you could drop your image files onto it and have them uploaded? HTML5 has sufficient capability to pull this off for an instant upload. I don't think there's a way to accept an image paste from the clipboard though. You'd still have to save it to a file first.

A "drop area" will be fine.

I appreciate if pasting from the clipboard into the drop area is possible, but second to this saving images first combined with a "drop area" will be acceptable. However please look into the possibilities of paste from the clipboard first.
OK, apparently this is technically possible after all... Github just did it...

On Chrome anyway...
We won't paste images into the description itself. As justdave said, a separate field makes more sense. This is what bug 602313 is about. Duping to it as it more closely describes what we would implement.
