First, thanks for all the wonderful work that has been done on bookmarks lately!
However, I thought it was still impossible to drag *folders* until I read
someone else's comments almost in passing that dragging "even works on folders"
if you hold down the <Shift> Key. You must hold down the <Shift> Key to
Drag'n'Drop folders in the Bookmarks menu or Personal Toolbar menus.

As an aside, and speaking of all the work that's been done with bookmarks
lately, I can't believe that Bugs 85895 and 139375 (as far as I'm concerned
they are both the same, except one is a "Request For Enhancement") weren't
taken care of with all the rest of the context menu stuff. Bug 85895 has been around since 2001, and Bug 139375 has been around since 2002, and it can't be
*that* hard to add a "New Bookmark" context menu item.

But I digress ...

Steps to Reproduce:
1. Try to drag a Bookmark Menu or Personal Toolbar Menu folder without holding
   down the <Shift> Key.



Actual Results:  
Folder doesn't drag.


Expected Results:  
Folder should drag.

nor do bookmarks drag and drop into folders without holding the shift key. I'd like to see them just drag and drop (no modifier key). 

When holding the shift key down, the bookmark must be dragged over the name of the folder--dropping on the folder icon doesn't work.

In current versions dragging folders works without Shift key pressed
