Like in Bug 359969, we need a documentation that outside users like Seneca University need to easily work with Mozilla QA to run and add test cases in Litmus
I think about a kind of "Spin-Off" from the documentation i currently work for new users/qmo.

testcase tutorial files - running currently on http://carstenbook.googlepages.com/testcase-documentation.html also
I guess this is the first step to explain people how to create testcases and how a testcase looks
