Title is pretty self-explanatory. Sometimes one wants to make a simple automatized modification to the headers or the body of received messages, perhaps in conjuction with other actions.

bug 11037 this is an RFE for something wider in scope; its adoption allows for this specifically but it would be more awkward that way
