This means that the session should be saved into a file. So you could copy the file on a memory stick or a memory card and can take this saved session file with you. For example to open your saved session in firefox on another computer. Since several years this feature is integrated in opera browser. Reproducible: Always
It already is file-based. Look in your profile directory for a file named sessionstore.js. You can drop that file in any profile directory, and if you have configured Firefox to always restore your session at startup then the session will restore from that file.
