This is a follow-up from bug 363285.
See upcoming testcase.
The 'display:table' case should also have 100% margin on the right side of the text in the overflow:scroll block, just like the 'display:-moz-box' case

So margins have never really worked for causing overflow.  I suspect the reason they used to work here was something to do with the table outer frame growing to contain the table's margins.  We could perhaps do something like that again, but the real fix is a very old bug about how 'overflow' should hold margins (which is questionably valid, even).
