The conversion happened in bug 70907 and was commited starting with Bugzilla 2.22.

For the record, QuickSearch is the search box in the footer (and not the simplistic "Find a Specific Bug" tab in the query.cgi page).

Patch applies cleanly to both trunk and BUGZILLA-2_22-BRANCH.
