This was done in Seamonkey, and it's a good idea.  In the Message menu, "Create Filter From Message" is basically accurate if not ideal; but in the context menu, the created filter uses the address being clicked.  

The context menus for addresses in the envelope panel also have a "Create Filter From Message" entry, but the behavior is slightly different: the filter is created using the selected address (but always using the From header, even for a To: address: bug 106518).  (See also bug 313301 for another slight difference between context-menu and Message menu.)

To try to make this distinction a little bit clearer, Seamonkey changed the text in the address context menu to "Create filter from..."  I think TB should copy that feature.

Pretty much any excuse to change the fact that we have a single file which defines both createFilter.label and CreateFilter.label is a good excuse.
