a user w/o canconfirm+editbugs is given a checkboxes such as [ ] obsolete, and when they check it, they get an error. this isn't very nice.

note that for text fields (content type, description, filename) we should just make them static scrollable text instead of inputs if we don't let the user edit them (to avoid running into any browsers that refuse to allow users to scroll them :).
Fixed in Bugzilla 3.6.
