I tried calling up this video presentation and have a picture but no sound. Firefox has the same problem, but in it the video controls are visible. In Camino, the controls are visible.

Reproducible: Always

Steps to Reproduce:
1.Just go the URL. It will take a minute for the video to finish buffering, but then you'll see the video start minus the sound.

It happened again.

Expected Results:  
Well, obviously I should hear sound and see the play/pause and other video controls.

I'm running the Flip4Mac plug-in to translate Windows media files for Camino.

Is any sound in plugins working?

Regardless, this can't be a Camino issue if Firefox is similarly unable to play sound, but I'll leave this open for now in case it turns out to be TE-worthy.

True, it's not just a Camino issue, but I think the problem likely resides in some core piece common to both browsers. The Flip4Mac plug-in works just fine with CNN videos and other Windows media files in Camino. Also, I can get video and sound from the troublesome site via a Remote Desktop link to my office, where I'm forced to use a PC.

It may be that this thing the state uses, called MediaSite, is a closed or semiclosed piece of Windows technology.

Even when I go to the actual video itself (open in QuickTime Player with F4M installed)

I get no audio. Since I've never experienced audio problems with F4M before, and since other WMV content works fine, this looks like a busted video on their site. You should inform them that their audio is broken.
