In the German-language version of SeaMonkey 1.0.7 available through mozilla.kairo.at / seamonkey.at (zipped binaries as well as installer), each window displays the following message in a large grey area at the bottom (below the status bar):

Probably related to Bug #189625. The error doesn't occur when installing an English (US)-language SeaMonkey and then using the German language pack upon this. I haven't removed the English (US) language pack, however.

Reproducible: Always

Steps to Reproduce:
1. Install German-language SeaMonkey 1.0.7 from seamonkey.at / mozilla.kairo.at
2. Look at the bottom of a browser window

Actual Results:  
Obtrusive greay area with message described in summary appears.

Expected Results:  
No grey message area should be visible.

For the component "de-AT / German-Austria" this is in my opinion a major bug; although SeaMonkey works, the grey field is ugly, obtrusive and hampering the surfing experience.
Remark: the bug described happens reproducible without after a fresh install of SeaMonkey 1.0.7 de-AT without any modifications on any machine.
I think I found the reason for the menuitem error with "reportertoolmenu". There are superfluous wrong Locale lines in installed-chrome.txt for reporter, inspector, sroaming, venkman and chatzilla. They point to reporter.jar, inspector.jar etc. But there are no locale files, just the files for content and skin. But, the correct locale lines that point to de-AT.jar have been also added to installed-chrome.txt. I tested it didn't work with an old profile, with a new profile it worked well, i htink, because the correct locale lines are also contained. 
The installed-chrome.txt of the ZIP build is correct. There aren't "ghost" entries.

Here is the relevant part of the installed-chrome.txt of the seamonkey-1.0.7.-de-AT.installer. The yellow lines are IMHO wrong.

A small correction: sroaming doesn't have such a wrong locale entry.
Those lines shouldn't be a problem actually. The real problem is bug 365005, I hope we can get this in on 1.8.0 branch as well.

This really is a dupe of bug 365005, so I'm marking it as such. The error is not on the de-AT side, the problem is in reporter itself. We hope to get the fix in for SeaMonkey 1.0.8
