Details
nsIFile is not i18n friendly yet. It does not allow to create directories with japanese names.

I add the the unicode version to the interface. Now all JavaScript code should use the unicode version instead of the non Unicode version of the method. Change between them are easy.

I verified this in 2000042611 Win32 and 2000042609 Linux build. I cannot verify this in Mac commercial build since we do not have it available today (4/26/2000).
