The talkback quality feedback agent does not come up when firefox freezes or is process are killed in task manager.

Reproducible: Always

Steps to Reproduce:
1.start firefox with 6-7 tabs
2.leave idle for about 5 minutes
3.Firefox freezes, not responding
4. At this stage you must use task manager to kill the process
5. Quality feedback does not come up, however Microsoft application reporting does.
