show_bug.cgi needs to have a hint for ie saying "please revalidate" especially for bugs changed w/in the last 6hours

i try entering this url and i get a cached page. this isn't good. i know there's a new attachment because ssdbot told me. but ie didn't get it.
this is bugzilla's fault.
